European lawyer - apply for admission to the qualifying examination

You do not possess the qualification to be a judge according to the German Judges Act, are a European lawyer and wish to practise as a lawyer in Germany. To do so, you can submit an application for the determination of an equivalent professional qualification.

Prerequisite

The determination of an equivalent professional qualification requires:

  • You have completed training that entitles you to direct access to the profession of a European lawyer pursuant to Section 1 of the Act on the Activities of European Lawyers in Germany (EuRAG).
  • If you have completed most of your training as a European lawyer in a third country, you must also have practised the profession for three years.

Procedure

You must submit an application to one of the three Joint Examination Offices for the determination of an equivalent professional qualification. You must submit the application and the required documents in German or with a certified German translation.

The Joint Examination Office will check whether the requirements are met. As a rule, an aptitude test will have to be taken.

The aptitude test is intended to determine whether you have the skills to practise as a German lawyer.

This examination consists of a written and an oral part.

Extensive information about the qualifying examination and the examination dates can be found on the respective websites of the above-mentioned examination offices.

Required documents

  • Curriculum vitae in tabular form
  • Proof of entitlement to direct access to the profession of European lawyers
  • Proof,
    • that you have completed more than half of the minimum period of training in EU/EEA states or Switzerland, or
    • a certificate confirming at least three years of professional practice in one of these states
  • Declaration as to whether and, if so, to which examination offices you have already submitted an application or taken an aptitude test.
  • If relevant knowledge of German law has already been acquired through professional training, professional practice or further training measures, suitable evidence thereof
